The Wisconsin bill introduces an interesting concept called the Preventive Action Limit (PAL). Conceptually, this can be envisioned as some major portion of the enforcement standard which could trigger investigations into sources for groundwater contamination, i.e., improper disposal, point sources, etc. In practice it is an additional safety factor since the state regulatory response is nearly the same whether a standard or PAL is exceeded.

As is the case with OOS and OOT an effective recall prevention program must establish alert and action limits for the various quality markers results, in such a way that the actions taken—either withholding product or reprocessing it—are timely and part of a continuous improvement effort. 

Water system qualification and requalification data, along with periodic water testing, will reveal any critical excursions and alert QA to the need to withhold product from the market.
