Petroleum Consolidation Act

Schedule 1 has the effect of making of special provisions for factory, office, railway or shop premises, that do not form part of a mine, in relation to leasing, part ownership, the issue of licences under the Explosives Act 1875 and the Petroleum (Consolidation) Act 1928. It also has an effect on the proposed or actual storage or use of explosives or highly flammable material in factory premises.

Broadly, the Petroleum Consolidation Act 1928, the Petroleum Spirit (Motor Vehicles etc.) Regulations 1929 and the Petroleum Mixtures Order 1929 deal with petroleum spirit and mixtures whetiier liquid, viscous or solid. Petroleum means substances giving off a flammable vapour at a temperature of less than 23°C (73°F). It will be appreciated that this is less than body heat so there is a need for strict control on their uses. By prior arrangement with the local authority, up to 60 gallons may be kept on site without licence but this is subject to a review annually. Where quantities in excess of 60 gallons are to be kept, a petroleum licence must be obtained from the Petroleum Officer. These requirements are subject to discussion on their repeal.
