The council then published an order of works with timeframes (see Fig. 6). This was critical as it allowed affected residents to plan ahead for their temporary relocation. However, it is noted that events overtook the feasibility of that particular plan, so it was not implemented. The council also helped coordinate the provision of temporary housing located on council reserve land to accommodate residents displaced by the rebuild. Ted was a scholar and philosopher in the old academic tradition.
