OSHA Guidelines

In general, OSHA advises employers to maintain a program providing a systematic approach to recognize and protect employees from workplace hazards. This requires the following  

Worksite analysis involves examining the workplace for existing and potential hazards. Comprehensive baseline and periodic safety and health surveys should be conducted. Job hazard analysis, accident, and near-miss investigations should also be held. Workers should be able to report unsafe conditions without fear of reprisal. Trends of illness and injury should be studied over time to identify patterns and prevent problems from recurring.

Exposure limits for siHcon carbide and powders of zirconium compounds (including zirconium dioxide) have been estabHshed by ACGIH. TLV—TWA s are 10 mg/m and 5 mg/m, respectively. OSHA guidelines for zirconium compounds call for a PEL of 5 mg/m. There are no exposure limits for siHcon nitride powder, but pmdent practice suggests a TLV—TWA of 0.1 mg/m. The soHd ceramics present no apparent health hazard. In machining such ceramics, however, care should be taken to prevent inhalation of respirable particles in amounts in excess of estabHshed limits. Disposal should be in approved landfills the materials are inert and should pose no danger to the environment. 

Key resins used in the manufacture of laminates are made with formaldehyde (qv). The A-stage resins are manufactured to have low levels of free formaldehyde, less than one percent, and plant atmospheres as well as individual operators are monitored to be certain they are exposed to levels of formaldehyde that are below OSHA guidelines of 0.75 ppm (14). 

Table 64.2 provides examples of hazardous chemicals that require investigation when a catastrophic release occurs or when one could have happened. These OSHA guidelines should be used in conjunction with site-specific procedures.
