Organization management support

MCP s success relies on the continuing support and commitment of the company s senior management. It is vital that such support be enlisted at the earliest stages of PSM design. The PSM implementation effort requires resources given the inevitable competition for limited resources within any organization, senior management support is a key success factor. 

Preventive maintenance programs must be organized, managed, and fully supported by management. Good results may not be immediately apparent, but bad results are apparent when plants are not appropriately maintained. 

Each process owner requires a defined level of decision authority. This authority level delineates the bounds of decision making granted by the organization to the process owner. Business needs and risk assessment must be incorporated into the design of the decision authority granted to a process owner. Table 6 is an example of a decision authority matrix design for a process owner. It requires cross-functional management support to be effective. 

Method validation must be performed in a regulatory-compliant environment. In particular, the organization must have a QA unit (QAU), adequate laboratory equipment and facilities, written procedures, and qualified personnel. Since a successful validation requires the cooperative efforts of each of these organizational elements, successful fulfillment of the regulatory and technical objectives of validation requires senior management support. Additionally, it is essential that the organization have a well-defined validation master plan (YMP) for analytical methods, which defines the steps necessary to effectively validate methods. 

Here are a few ideas on the process to get a MOC system that will work. Remember that the MOC system will only work if each level in the organization management visibly supports and continuously reinforces the policies. Note the six-step approach listed below. 

For an enthusiastic uniform support within the plant, each level in the organization management must visibly champion and continuously reinforce the policies which are designed and implemented to reduce spills, releases, fires and explosions. There must also be clear roles and responsibilities defined. Each type of change can be different, each review can be different, but Table 11—2 can assist in establishing a review procedure for a medium or large organization. 

Especially the dependence on the mineralisation dynamics of a low-input of slow-releasing organic stable or green manure makes the nutrient flow in different soils less controllable, and requires varieties adapted to such soil fertility management. Deep, intensive root architecture may contribute to a more efficient capturing of water and nutrients (Lees and Gahoonia, 2004). Experiments have also shown that varieties may differ in efficiency of nutrient uptake and use (Baresel et al., 2005). The ability to interact with beneficial soil micro-organisms can support this efficiency (Bosco et al., 2006).
