Prioritization— Because there typically are numerous risks to address and various ways to reduce them, and both pubhc and private resources for managing risks are limited, priorities must be set. Establish priorities, based on analysis, to address the worst risks first. Revisit your priorities as your business changes. Articulate your risk reduction priorities. 

Action— Risk is reduced by concrete actions specific to your hazardous materials transport operations. Actions are based on risks, costs, and benefits, factoring in such realistic considerations as technical feasibility, ease of implementation, budgets, competition, regulatory burden, and legal constraints. Action is the heart of effective risk management. Planning and analysis, while necessary, do not reduce risk. Actions do. Adopt a bias for action.

At larger sites, it is sometimes more efficient for two reviewers to interview candidate toller personnel. In general, the senior site manager should be involved in the interview session unless the toller s facility is extremely large with several layers of operations management. Boiler operational management processes vary considerably in their degree of complexity. At larger facilities these processes are controlled by managers who are always qualified engineers (usually mechanical or electrical) and their operators are typically also appropriately qualified and licensed. 

Boiler operational management processes provide for various daily procedures, maintenance routines and checks, including attending to BD, ash removal (where solid fuels are used), and the monitoring and control of fuel and MU water consumption, steam production, operating pressures, air and flue-gas temperatures, and FW and CR flows. 

As part of the overall boiler plant operational management process, various items of water treatment equipment must be periodically checked, tested, back-washed, regenerated, or otherwise maintained. Such equipment may include filters, ion-exchange softeners and demineralizers, the RO plant, chemical feed tanks, and condensate polishers.
