The research under the key action of nuclear fission is carried out principally by laboratories and research bodies, electrical or engineering companies, the nuclear industry, nuclear regulatory authorities, small and medium-sized businesses and other public or private undertakings which can contribute their experience, possibly even in fields which are not exclusively nuclear, to attaining the objectives of the programme. On the other side, the principal end-users of the results are nuclear power stations, national regulatory authorities and industry in general.

Nuclear (VVER) safety research has changed significantly in the last 20 years. Unlike in the past, national institutions have increased their responsibilities in the nuclear area. Independent nuclear regulatory authorities were created in many countries. State or private research organisations have decreased their numbers of employees, but have also increased their quality and competence. Many of them are currently active globally, and are producing excellent results. 

Slovak "Nuclear Act" work is in progress to create an act on peacelul use of nuclear power, and on binding legal regulations for the act s execution. The creation of the Nuclear Act is the task of the Nuclear Regulatory Authority, based on Governmental Decree No. 190/94. This act will comprise 10 main chapters. The act is under development and is not especially developed for future plants. 

National activities carried out by utilities and the Nuclear Regulatory Authority in recent years were focused primarily on the assessment and inspection of nuclear safety and reliability of nuclear power plant operations, the training level of selected NPP personnel and the continuous enhancement of nuclear safety of nuclear power installations.
