Non-discrimination

The mechanism by which analytes are transported in a non-discriminate manner (i.e. via bulk flow) in an electrophoresis capillary is termed electroosmosis. Eigure 9.1 depicts the inside of a fused silica capillary and illustrates the source that supports electroosmotic flow. Adjacent to the negatively charged capillary wall are specifically adsorbed counterions, which make up the fairly immobile Stern layer. The excess ions just outside the Stern layer form the diffuse layer, which is mobile under the influence of an electric field. The substantial frictional forces between molecules in solution allow for the movement of the diffuse layer to pull the bulk... 

In doing so, the operator shall act neutrally and non-discriminating, and also secure commercially sensitive information. Any natural gas undertaking or eligible customer, who can duly substantiate a reasonable need for transport, shall get access to the system.

The fully protonated H-ZSM-5 had a constraint index of 10.8 in agreement with the literature values. The modified Na, H-ZSM-5 had a constraint index of 1.1 which is typical of a larger pore zeolite with a pore diameter greater than 6A. The modified zeolite reacts with the substrates primarily at external catalytic sites and in a non-discriminating manner. Size and shape selectivity are not major factors since few catalytic sites are located internally. 

There are a number of areas where the RHP and its component factors, have limitations and could result in mis-representation of a hazard or non-discrimination between hazards. For example, nuclear safety cases require the highest reasonably practicable levels of monitoring and intervention to be applied so that risks are reduced to a minimum. If these levels were used for the control factor in the RHP, discrimination would not be possible between the diverse range of stored materials for which the RHP is likely to be applied.

Correct definition of regions A and B may require considerable trial and error experimentation. Fortunately, it is easy to detect problems associated with an inappropriate choice of order parameter. For instance, short trajectories initiated from the initial point of the unsuccessful trajectory in Fig. 3 (solid line) will most likely end with a value of q characteristic of the final state. In contrast, the probability to relax into B from the initial point of the dashed trajectory is negligible. When problems are caused by non-discriminating regions A and B, the order parameter has to be refined until correct sampling can be achieved. 

A major drawback has been the unwillingness of the public to accept an uncommon technique, resulting in fewer developments. The common mode rejection (detection is non specific), non discriminative, compared to spectroscopic (wherein specific wavelength is used) and electrochemical (wherein specific potential is used) for detection. In addition the technique is not very sensitive. The theoretical sensitivity is 0.1 pM using the GOX/catalase system. 

Non-discrimination between companies and sectors was an important criterion of NAP acceptance defined in Annex III of the Directive. The interpretation of this note in the Commission s guidance (European Commission 2003) was very general, however, and quoted Treaty notations (Articles 87 and 88 of the Treaty).

We shall protect and promote the rights of all communities in Kosovo and creation the conditions necessary for their effective participation in political and decision-making process.
