These standards then inform the content of National Vocational Qualification (NVQ) systems and other qualifications. There are a wide range of National Occupational Standards, many of which are relevant to the education service, that is early years workers, play workers, youth workers and so on. 

In Britain, competence is being used as a basis for assessing Junior and middle managers towards a National (or Scottish) Vocational Qualification (NVQ or SVQ), Standards for assessing competence have been defined by the MCI (Management Charter Initiative), a body that has established itself as the official specifier of standards for management education and development. Among their competence standards is a model of personal competence , shown in Box 2.4. 

The Institution of Occupational Safety and Health (lOSH) is the safety adviser s professional body and sponsors the National Examination Board in Occupational Safety and Health (NEBOSH) which examines in the vocational qualification in occupational safety and health. It provides professional services to its members and represents their interests in discussions with government and other bodies. 

In countries such as Australia you will also find assistance in materials which have been produced under the national training agenda. These include OHS competencies for specific occupational areas and levels of responsibility. In the UK the New Vocational Qualifications relating to safety are of assistance. 

The National or Scottish Vocational Qualification (NVQ/SVQ) system can provide some general and some site-specific competencies, but they are not usually linked to major accident hazards. Dutyholders of COMAH sites need to adjust their systems to make this link.
