Specific regulations exist for the transport of asbestos materials by highway [53]. Asbestos must be loaded, handled, and unloaded using procedures that minimize occupational exposure to airborne asbestos particles released in association with transportation. Any asbestos contamination of transport vehicles also must be removed using such procedures (49 CFR 177.844). Additional motor carrier s safely regulations apply to common, contract, and private carriers of property by motor vehicle, as defined under these regulations (49 CFR Parts 390-397).

The former is often referred to as a mass-based emission factor and has a unit such as grams per kilogram. The latter can be called a task-based emission factor. The unit of the task-based emission factor depends on the definition of the tasks. For example, a task can be the number of cigarettes smoked or a certain distance driven by a motor vehicle and thus the units may be grams per cigarette or grams per kilometre, respectively. The emission rate, on the other hand, is the amount of a chemical species, mass, particle number, etc. emitted by the source per unit time. For example, emissions from stoves are usually characterised in terms of emission factors. Similarly, re-entrainment of settled dust to the air is represented by resuspension rates. Emission factors and emission rates vary significantly... 

California law prescribes a limit of 0.5 g/test for the sum of evaporative emissions from a motor vehicle beginning with model year 2004. Compliance with the limits must be confirmed by defined testing methods. In the 3-day diurnal test, for example, evaporative emissions from the entire vehicle are measured over a 3-day period in a SHED (Sealed Housing for Evaporative Determination) test chamber subjected to a predefined, 24-h temperature stress program (from 18.3 to 40.6 °C). After each 24-h period, the concentration of hydrocarbons (HC in ppm) is measured and converted into HC equivalents (in grams). The highest of the three measured values is then the test result.

In Part 390, certain operations do not fall vmder the definition of a commercial motor vehicle including school bus operations as defined by 390.5, government agencies, the transportation of sick and injiu-ed people, and the operation of fire trucks and rescue vehicles.
