The Missouri Department of Natural Resources and the EPA have sampled 77 former USDA/CCC grain storage facilities. Nine locations (12%) had detections of carbon tetrachloride, with four (5%) of these locations exceeding the drinking water standard of five micro grams per liter.

The Times Beach Dioxin Research Station was constructed in 1984 under the direction of the University of Missouri and the Missouri Department of Natural Resources. The station offers investigators the opportunity to conduct experiments under field conditions on a well characterized soil. During the Summer of 1984, a series of six experiments were established by Monsanto at the station to study the environmental transport of 2,3,7,8-tetra-chlorodibenzo-p-dioxin (TCDD) under field conditions. 

The overall goal of this research was to study the mobility of TCDD under actual field conditions to determine the influence of such natural phenomena as rain, floods, sunlight, and heat. Shirco talked with the Missouri Department of Natural Resources in early 1985 about the Times Beach site and convinced them of the Unit s capability based on these discussions and their observation of another test. Subsequently, the decision was made to take the Unit to the Times Beach site to demonstrate its capability with dioxin decontamination.
