The management system shall address the potential hazards associated with spent fuel storage ilities, identify the safety issues and define and control operator interaction to ensure good safety performance. The Regulatory Body may review and approve the management system and monitor its ongoing performance. 

The issue that must be managed is the appropriate threshold to communicate the change and initiate appropriate approval processes. Tolls subject to regulatory requirements may use the regulatory guidance as the threshold for management of change processes other tolls must establish the threshold appropriate to process risks, quality systems, and business concerns. 

The assessment should also seek out systems for measuring performance. Remember that there is a need to measure both PSM and ESH performance, as well as the effectiveness of the processes in place. It is likely that at least some PSM and ESH performance measures will be in place, such as injury rates, number of incident investigations, regulatory infractions and insurance premiums. Your questions should probe for issues that managers track, but perhaps only informally, that could provide new measures of performance. 

Control systems will play a key role in future distributed plants ]139,145]. As a rule of thumb, plants will be smaller and simpler, but the control systems will be much more advanced, of a standard not known today. Plant personnel for operation and managing will ultimately no longer be required, except for start-up, shutdown, and services. This is a shift from a regulatory to a servo role, supported by a sophisticated sequence control. Control is needed for safety issues, operability, and product quality control. Sensors have a central role to provide the information needed for control and modeling and simulation is needed for process models.
