Measurements of 7l in fhe atmosphere are extremely difficult to perform and it is difficult to establish when t > Ti holds for urban scale flows. Csanady (1973) indicates that a typical eddy which is generated by shear flow near the ground has a Lagrangian time scale of the order of 100 sec. Lamb and Neiburger (1971), in a series of measurements in the Los Angeles Basin, estimated the Eulerian time scale to be 50 sec. In a discussion of some field experiments, Lumley and Panofsky (1964) suggested that Tl < 4Te If the averaging interval is selected to be equal to the travel time, then an approximate value for Kyy can be deduced from the measurements of Willis and Deardorff (1976). Kayser s Handbuch lists over 700 publications on the spectrum up to 1927 - sixty years ago, just the time when quantum mechanics had gripped the imagination of the rising generation of mathematically-minded physicists. And since most of you will be more or less familiar with the happenings of those famous days, I shall mention, but shall not dwell on them. I shall suppose, moreover, that you are very well informed about the Lamb shift and QED, so my story will end, not abruptly, but roughly, where Willis Lamb came in. Even so, my task is to summarise, shall we say, 1500 - 2000 papers in forty minutes, so you must excuse me if I do less than justice to the work of some of our predecessors.

Experimental investigations of the simplest atomic systems have always been at the forefront of theoretical developments in atomic physics. The Bohr model of hydrogen gave way first to the development of the quantum treatment of Schrddinger and Heisenberg and later to relativistic quantum mechanics in the form of Dirac s treatment of the electron. In 19 7 Willis Lamb discovered that the 2Si/2 and 2Pi/2 levels were not in fact degenerate as predicted in Dirac s theory but were separated by about a tenth of the fine structure interval between 2Pi/2 2P3/2 (- 10 GHz).
