Labor shortages

Knowledge of how to tap the energy of wind and water was passed by both the Romans and Han Chinese to their successors. In the conservative eastern realm of the old Roman Empire (the Byzantine Empire), little was done to develop either wind power or water power, although Byzautinc vessels did make increased use of lateen sails after the eighth century. On the other hand, the western part of the old Roman Empire, perhaps due to labor shortages, saw a very significant increase in the use of both wind and water power, especially between 900 and 1300. 

Plows and animal-powered cultivators were not commonly used on most sugarcane properties until after labor shortages occurred. As the massive hand-hoe crews all but disappeared from sugarcane fields, animal-drawn implements provided weed control. By 1928, one animal-powered riding cultivator did the work of 20 men with hoes (Earle, 1928).

Due to the current state of the industry (characterized by continued unacceptably high driver turnover and a general labor shortage), and in an effort to keep idle equipment rolling, many carriers have lowered their hiring standards to the point where they meet the absolute minimum qualification requirements and little else (see Driver Recruitment for more information).

There is considerable displeasure in the industrial sector, which includes both developers and consulting firms, due to the shortage of technical professional as well as increases in salaries and relaxations in the employment rules. This is somewhat similar to the 1970s economic performance of construction industries in other part of the world due to the rapid escalation in wages and other costs, declines in efficiency in production, extensive work delays due to labor shortages and strikes (Mills, 1970). 

The unexpected migration outflow from Poland after 1 May 2004 to the countries that had opened their labor markets, primarily the UK, caused a serious labor shortage in Poland. This development in turn forced it to partially open its own labor market to foreigners from neighboring countries.
