But the developments in the UK were ad hoc and rather disorganised, and this was recognised by the Computer Board which, in 1973, set up a networking committee under the chairmanship of Prof. M. (Mike) Wells Leeds University and among whose members were Mervyn Williams (formerly of the Post Office), Roland Rosner (RAL), and Chris Morris (Bristol University). They reported to the Computer Board in 1974, recommending that a national network be set up and that its development be supervised by a six-person Joint Network Team (JNT). Although the report was accepted, these developments did not come about until 1979, and the proposed network, eventually called JANET (Joint Academic Network), did not come into full service until 1 April 1984.

Until 1993, UPS used manual planners, who used to take 9 months to produce a single plan In 1994, UPS s Operations Research team, working jointly with the MIT faculty, developed an optimization model, called VOLCANO-Volume, Location and Aircraft Network Optimizer (Armacost et al., 2004). 

In Level 5, a business functional view appears and the constituents are involved in joint design and development, focused on what their collective database information shows as the trends, preferences, current popular innovations, and actual customer and consumer needs. Often the relationship leads to a truly collaborative endeavor where all constituents do what they do best and all participants bring their views of the market needs into play. The best concepts are used to create new prototypes or product offerings. Joint development of new equipment is likely to occur. Consumers are a key part of the design team and participation extends across the network. This phase of the effort could include joint investment in new capital assets.
