In 1994, Japan Automobile Tire Manufacturers Association (JATMA) unified the names of various used tires into discarded tires. Since fuel chips are valuable materials, their transportation and distribution belong to forward logistics instead of the reverse logistics performed by the collection and transportation enterprises.

NGOs can participate only in a consultative capacity (see [42], p. 5). Vehicle manufacturers are represented by OICA (Organisation Internationale des Constructeurs d Automobile) at WP.29 and its GR-Groups. Vehicle component suppliers are represented by CLEPA (Comite de liaison europeen des fabricants d equipements et de pieces automobiles), MEM A (Motor Equipment Manufacturers Association in the USA) and JAPIA (Japan Auto Parts Industries Association).
