Relating stories about how two teenage girls became addicted to prescription drugs, this article focuses on access through the Internet. It criticizes sales of prescription drugs via the Internet because such sales foster problems of abuse. 

Fighting to stop illegal Internet drug sales... 

Toward the end of the twentieth century, the United States and Thailand tackled the international problem of illegal Internet drug sales. A United Nations (U.N.) board also called for action. 

That effort succeeded. However, the U.N. in February of 2001 warned that not all countries had laws that could be used to stop Internet drug trafficking. The U.N. s International Narcotics Control Board called on countries to adopt laws to halt Internet abuse such as the sale of illegal drugs by online pharmacies and drug stores.

The near-boundaryless nature of the Internet has made it difficult for regulators trying to get a handle on Internet drug sales. At minimum, regulators are overwhelmed by the sheer number of online pharmacies in operation. The definition of a drug differs between dictionaries and among the various professional specialisms. A search of the internet elicited various definitions and a paraphrase of the most memorable is a compound can be defined as a drug if, when injected into a rodent, it yields a scientific publication . Although this is a memorable definition, for the purposes of this review, however, a drug is defined broadly as a compound that has properties that influence the health of an animal when ingested or administered to that animal. The Japanese regulatory authority is the Ministry of Health and Welfare (MHW) and the Pharmaceutical and Medical Safety Bureau (PSMB) is responsible for the promulgation of national and international guidelines in the form of Notifications. Guidelines are available on the Internet web-site of the National Institute of Health and Science (http //www.nihs.go.jp). The MHW has not issued specific guidance on the development of chiral drugs, but has nonetheless responded to the enantiomer-versus-racemate scientific debate. The attitude of the MHW and its advisory body, the Central Pharmaceutical Affairs Council (CPAC) is discussed in two articles by Shindo and Caldwell published in 1991 and 1995 [17, 18]. The latter paper analyzes the results of a survey of the Japanese pharmaceutical industry which sought responses on chirality issues.

With Internet web-based systems, the processes are similar, but the user interaction is with a computer. 

The use of drugs as a form of medical treatment in the United States is an enormously complex process. Individuals can purchase medications through numerous outlets. Over-the-counter (OTC) medications can be purchased in pharmacies, grocery stores, supermarkets, convenience stores, via the Internet, and through any number of additional outlets.
