Exercise Evaluate ISRS in accordance with the requirements to SHE performance indicators in Chapter 11. Discuss the effects of introducing ISRS on management behaviour. 

ISRS has stimulated work inside companies and branches of industry to develop their own rating system adapted to their needs.

Whereas such a development may result in indicators with an improved face validity and acceptance by the users, it is uncertain whether validity actually has improved. A study has shown that production personnel, safety personnel and managers tend to overestimate the effects of safety-management elements on the risk of accidents at the same time as they underestimate the effects of general and production-management elements (Tinmannsvik, 1991). When these personnel participate in the development of SHE rating systems, these biases will be transferred to the new system and result in poor criterion validity.

INTERNATIONAL LOSS CONTROL INSTITUTE INTERNATIONAL SAFETY RATING SYSTEM (ISRS)... 

Another widely used system, launched in the 1970s, which sets standards of measurement, is the International Loss Control Institute s International Safety Rating System (ISRS). This system has set standards of conformance as well as standards of accountability for safety work. It incorporates physical inspection guidelines and precise instructions to accredited auditors on how to allocate scores. In one version of the ISRS there are 20 main element headings, each one composing a number of elements. The total score for this version is 13,000 points.

General aspects of loss confrol are discussed in section 2.2.4. Loss control profiling is one of the major evaluation and control techniques associated with loss control management. The technique of profiling has formed the basis for a number of proprietary auditing systems such as International Safety Rating System (ISRS), Complete Health and Safety Evaluation (CHASE) and Coursafe. 

There are a number of widely used and standardized audit systems. Kuusisto (2000) reviews some widely used systems, including a process developed by Diekemper and Spartz (D S), the Complete Health and Safety Evaluation (CHASE), the safety map, OSHA s Voluntary Protection Program (VPP), and the International Safety Rating System (ISRS), which appears to be the most widely used of all.
