Implementation process management support

Step 1.1 Getting Ready. A thorough preparation for a P2 audit is a prerequisite for an efficient and cost-effective evaluation. Gaining support for the assessment from top-level management, and for the implementation of results, is particularly important. Otherwise, there will be no real action on recommendations. Early in the process, management needs to accept that, at a bare minimum, the audit is a worthwhile exercise and that resources - human and financial - should be diverted from other activities to the task of auditing. 

The various elements of the error management program such as the development of high quality procedures and training and effective feedback and communications systems need to be supported by policies and standards to implement these policies. The development of these policies is an important strategic aspect of the implementation process. 

Read Chapter 2 of the CCPS publication Guidelines for Implementing Process Safety Management Systems, 1993, for guidance on obtaining buy-in. The principles described for obtaining support and commitment for PSM are equally applicable to integration of PSM and ESH. 

SOCOPSE (http // www.socopse.se/) was an EU-funded project (2006-2009) within the sixth framework programme (FP6-2005-global-4, Topic II 3.1), with the overall objective to support the implementation process for the WFD by providing guidelines and a decision support system (DSS) for the management of priority substances (PS). 

Four main management tasks can be identified where models could play a particularly important role in supporting the implementation process of the WFD, providing additional information about the chemical and/or ecological status of the specific water bodies and potential impacts of management options (Refsgaard and Hemiksen, 2004) ...
