Hazard identification general considerations

The terminology used varies considerably. Hazard identification and risk assessment are sometimes combined into a general category called hazard evaluation. Risk assessment is sometimes called hazard analysis. A risk assessment procedure that determines probabilities is frequently called probabilistic risk assessment (PRA), whereas a procedure that determines probability and consequences is called quantitative risk analysis (QRA). 

Hazard identification and evaluation methods and tools. The process of identifying hazards/risks can range from informal, empirical methods to extensive, formal hazard evaluations such as a JSA. Water industry staff should consider the scale and scope of the project under consideration when selecting the appropriate hazard evaluation method. Such analysis can be complimented during definition and design by consideration and identification of safety, health, and environmental matters and application hazard and operability studies generally undertaken as part of GEP. 

The purpose of this guideline is to establish general principles for risk assessment and to enable identification of hazards, risk estimation and risk evaluation in a consistent and practical manner. The document provides a framework for carrying out risk assessments on equipment in the semiconductor and similar industries and is intended for use by supplier and purchaser as a reference for EHS considerations. 

The disposal of chemical weapons in a safe and environmentally acceptable manner is always a complex and hazardous process. This is particularly true when, as in the case of old (historic) chemical weapons, they are generally in very poor condition. These old chemical weapons, left over from two world wars, continue to pose a problem for many countries world wide. A number of European countries have, however, been dealing with this disposal problem on a routine basis for many years and have built up considerable expertise and experience in this area. This paper addresses the problems associated with the recovery, identification and safe disposal of these old chemical munitions and highlights the experience gained by some European countries in dealing with the problem.
