The respective nuclear organisation and regulatory commissions have criteria for the seismic design of nuclear power plants. The Operation Basis Earthquake (OBE) does consider the effect on a plant site during the operational life of the plant. Both local geology and seismology are related to specific characteristics of local subsurface materials.

In addition, as an alternative model, a pattern for the southern areas of the Russian Far East, developed by Sakhalin seismologists was considered (Oskoibin Bobkov 1997). On the East Coast of the United States, Columbia University s Lamont-Doherty Earth Observatory also has a long tradition of earthquake research. The site design parameters relate to seismology, hydrology, meteorology, geology, and other site related aspects. A site is acceptable for construction/operation of an APIOOO plant provided that site specific conditions are within the site design parameters. Such a site is described as acceptable from an engineering point of view. 

The deep continental cmst is far less accessible than the upper cmst and consequently, estimates of its composition carry a greater uncertainty.
