The Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) is the most important of the federal pesticide laws. Originally enacted in 1947, this law was amended in 1972 to become the Federal Environmental Pesticide Control Act (FEPCA), commonly referred to as FIFRA Amended. It has been amended several times since then, most recently in 1996. FIFRA is enforced by the Environmental Protection Agency. [Pg.18]

Since 1970, virtually all federal health and safety statutes have adopted a general safety standard of "unreasonable risk," and have required consideration by regulatory agencies of the broad societal consequences of regulatory action. Such statutes as the Consumer Product Safety Act of 1972 ( ), the Federal Environmental Pesticide Control Act of 1972 ( ), and the Toxic Substances Control Act of 1976 ( ), adopt this approach. From 1964, the Secretaries of the Interior and of the Department of Health Education and Welfare provided advice on the questions of undue hazards to fish and wildlife and to human health and, until 1972, the responsibility for pesticide registration resided in the Secretary of Agriculture. The provisions of this Act have changed as it has evolved from the 1947 version. Analytical chemistry is a critical component of worker safety, re-entry, and other related studies intended to assess the risk to humans during and subsequent to pesticide applications. The analytical aspect takes on added significance when such studies are intended for submission to the U.S. Environmental Protection Agency and/or other regulatory authorities and are thus required to be conducted according to the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) Good Laboratory Practice (GLP) Standards, or their equivalent.
