Experiments preparatory work

Without question, the major focus of the two-week formal session was the final negotiation and drafting of the Political Declaration and the Review Document. So the RevCon was not a particularly enlightening experience. Some of the above concerns are quite understandable coming from those capital-based officials and observers (including NGOs) who had not had the opportunity to be involved in the preparatory work for the RevCon, and who had become fully engaged only at the commencement of the formal two-week session. ... 

From the beginning of the preparatory work on the allocation plan, it was clear that all the allowances would be distributed free of charge and that the auction would not be used. Also, the absence of experience with auctioning at the EU level was one of the elements for this decision. As mentioned earlier, traditional geoteehnical engineering laboratory classes often involve students working in groups - sometimes as large as 8 or more -on a particular experiment, usually in a 2 or 3 hour session. The second component of the framework adopts a more streamlined laboratory class which is more focussed, requires less technical support, both in terms of preparatory work and supervision during the sessions themselves, reduced student eontaet time, and less demand on scarce equipment and laboratory resources. 

As mentioned previously, several earlier IAEA nuclear safety publications have partially discussed EOPs and can be used as a basis for reviewing EOPs. However the present publication, which relies on state of the art experience, is intended to comprehensively discuss all aspects of the development, implementation and review of plant specific EOPs for all reactor technologies. Included in the discussion are the limitations and expectations inherent in the review process and the importance of the advance preparatory work. This publication is intended to serve as a reference for IAEA teams of experts in charge of the development or review of EOPs, or for plant managers and operational staff at specific nuclear power plants.
