Emergency operating procedures can be written in the same manner as normal operating procedures. Figure 12.3 is an example of an emergency procedure module. It uses the same format as shown for normal operating procedures. However, the Response/Discussion column has been eliminated because action must be immediate and unambiguous. 

A sequence like the one described might happen, for example after a small break LOCA, after a PRISE (primary to secondary leak) accident, after an ATWS or after a total Loss of Feed-Water. Procedural controls (sometimes called administrative controls) use operating procedures, emergency response and other management approaches to prevent incidents or to minimize their effects. In other words, they involve human intervention to control hazards. Examples of such controls...

Moreover, the additional material is more detailed. For example, specific circumstances are added to the general topic of emergency operations. The additional BOEMRE material makes the rule more prescriptive than the original SEMP standard.
