When the operator acts in this manner both the participation and the PHA elements of the process safety program are working perfectly. Employee participation is not a stand-alone activity instead, it should be woven into the fabric of all the elements of a risk management program. 

A facility may choose to use contract help with many of its risk management activities, particularly those that are labor intensive, such as writing operating procedures. Using consultants or contract workers in this manner moves away from the principles of employee participation and involvement. 

Safety and risk management research in healthcare has adopted as its dominant trend the systems oriented approach, modelled largely on previous research in safely critical industries such as aviation and nuclear power. The systems view entails that the focus is not primarily on the mechanisms of individual human error but on the factors that shape human performance (Rasmussen 1986 Reason 1993,1997). In an organisational context, such factors are, of course, those that are within the control of the organisation. For instance, it has been suggested that quahty and safety are affected not only by operators professional and technical competence and skills, but also by their attitudes to and perceptions of their job roles, their organisation and management (Helmreich and Merritt 1998). Such employee attitudes and views are important elements which shape safety cirlture - and its related notion safety climate . Indeed, survey studies have shown that staff attitudes are important indices of safety performance not only in human-machine system domains such as railway operations and constmction (e.g. Itoh and Andersen 1999 Itoh et al. 2004 Silva et al. 2004) but also in healthcare (e.g. Colla et al. 2005 Itoh and Andersen 2010). 

Some companies (39%) consider the opinions of their employees on cooperation with an outsoiucing companies to be a particularly important source of information about the level of supply chain risk. The employees build the relationships with business partners and face the operational risk each day. That is why the top management looks for the employees with following qualities commitment, a willingness to solve problems, sense of responsibility, diligence and reliability. A risk assessment tool has been used to develop an understanding of operational risk for a number of years. However, many risk assessment tools used in industry approach the concept as a management tool and not one that immediately involves the employee. A personal risk assessment tool can be an effective process to implement at the grass roots level for determining appropriate actions based on the potential associated risk. 

Employee loss events—Employee injury is a critical area of risk management and directly impacts the brand of the organization when frequency is high or when tragic severe events occur. Normally these injuries do not shut down operations for any length of time and are handled as medical cases subject to workers compensation regulations. Generally, operations continue as normal. 

The CDM Regulations are directed only to the first of these four areas of risk exposure, that of health and safety. Furthermore, the Regulations are narrowly focused. They relate only to the health and safety of employees while at work, and to other persons that are directly affected by the work undertakings. However, in setting up health and safety risk management procedures for refurbishment projects for buildings while in use, it is wise to consider the inclusion of the other three areas of risk, particularly those relating to the continuity of business operations.
