The project design criteria document is thus the most basic of the project specifications and, below that, any individual discipline detailed design criteria and working practices, developed to guide the work of the project in a manner acceptable to the overall objectives and/or the client. There is some overlap in the meanings of specification and procedure . Generally, specification defines the product of an activity, whereas procedure defines how to get there. A procedure may be part of a specification, and vice versa.

An Annex to this ISO document provides a design criterion for adhesive bonding. In order to determine the bonded area, a simplified approach based on shear loading is proposed. Shear stresses should be limited to 20% of the nominal bond shear strength, that is, a safety factor of 5. This factor is intended to account for both stress concentrations in real joints and the viscoelastic (time and temperature dependent) nature of adhesives. Shear data values, to be used if test values are not available, are provided, O Table 48.3. 

This criterion was based on experience in the past with designing our own GPC columns and has been documented in the open literature (4,5). We found that it was very important in obtaining a column that was very efficient and had high resolution to have the beads as narrow in size distribution as possible. 

The acceptance criterion for the resolution of USI A-02 (documented in NUREG-0609) is that the design of the reactor primary coolant system shall demonstrate that the asymmetric loads on the reactor vessel, internals, primary coolant loop, and components shall not exceed the limits imposed by the applicable codes and standards. 

The required NPSH (NPSHr) is specific to each individual pump design and can normally be taken from the pump specification or manufacturers documentation. The NPSHr values are normally based on the 3% AH criterion (Figure 9.29a). For reciprocating pumps they are usually calculated from the pressure drop A/ e required to actuate the entry check valve (Figure 9.29b) at the onset of cavitation... 

In this study assessments of individual road bridges exposed to accidental situations are discussed from a general point of view. Stewart (2010) recommended cost-benefit and other risk-based approaches particularly for low probability-high consequence events where public safety is a key criterion for decision making. That is why methodology of the risk optimisation based on Bayesian networks is developed here. It is noted that the terminology accepted in Eurocodes (EN 1990 2002 for the basis of structural design and EN 1991-1-7 2006 for accidental actions) and other European documents DIRECTIVE 2008 114 EC and Communication COM(2006) 786) is adopted. 

Public dose is the primary acceptance criterion. Designers also define subsidiary criteria, which are intended to be sufficient but not necessary to meet the primary acceptance criterion of dose. For example, prevention of fuel failures is a subsidiary effectiveness criterion for a small LOCA. These criteria may be endorsed, adopted or disputed by the regulator some are specified in regulatory documents. The subsidiary acceptance criteria defined by the designers are discussed in Section 7 for each individual accident type. 

The procedures discussed above satisfy Charlotte Criterion MS-21.1 which calls for the implementation of a formal design change process. They also satisfy Charlotte Criterion DB-2.11 in that they establish a method by which modifications to seismically qualified systems will be reviewed for impact, control, and verification. These procedures also require the establishment and control of specific documentation and require design control for Technical Baseline systems as well as the balance of systems in the facility. Changes are to be reviewed in accordance with RDP 12.03, "Unreviewed Safety Question Initial Screening and Safety Evaluation Procedure". 

The RRD CMPP also contains a task for the self-evaluation of the document control program. Including user compliance. While not an explicit restart criterion, this performance feedback loop gives added assurance that the drawing and document control program can be made to function as designed. 

WSRC has committed to evaluating the six additional accidents specified in this restart criterion. The general guidance that WSRC is using to evaluate the accidents includes development of a detailed justification for the accident scenarios to be reviewed, why other accident combinations Will not be evaluated, a determination of the expected frequency of the new scenarios, and issuance of an RTR (or other document) that documents the evaluation. The -staff understands that the evaluation of the new design basis events will be> documented prior to restart in formal reports, and that the actual revision of SAR Chapter 15 will be performed after restart. The action items list is weSk for ISA recommendation 7.4.7 in that it does not include an action item to assess the adequacy of the plant response to these events and to determine if any improvements are needed. This must be acceptably addressed in order to-satisfy this criterion.
