The project design criteria document is thus the most basic of the project specifications and, below that, any individual discipline detailed design criteria and working practices, developed to guide the work of the project in a manner acceptable to the overall objectives and/or the client. There is some overlap in the meanings of specification and procedure . Generally, specification defines the product of an activity, whereas procedure defines how to get there. An Annex to this ISO document provides a design criterion for adhesive bonding. In order to determine the bonded area, a simplified approach based on shear loading is proposed. Shear stresses should be limited to 20% of the nominal bond shear strength, that is, a safety factor of 5. This factor is intended to account for both stress concentrations in real joints and the viscoelastic (time and temperature dependent) nature of adhesives. Public dose is the primary acceptance criterion. Designers also define subsidiary criteria, which are intended to be sufficient but not necessary to meet the primary acceptance criterion of dose. For example, prevention of fuel failures is a subsidiary effectiveness criterion for a small LOCA. The procedures discussed above satisfy Charlotte Criterion MS-21.1 which calls for the implementation of a formal design change process. They also satisfy Charlotte Criterion DB-2.11 in that they establish a method by which modifications to seismically qualified systems will be reviewed for impact, control, and verification. WSRC has committed to evaluating the six additional accidents specified in this restart criterion.
