Lean Action Item List or Lean Newspaper... 

After the technical assessment, the findings are presented to the steering team, and based on these findings they determine what events should be scheduled next. Then it again becomes the facilitator s task to organize, evaluate, and train the next event team so that they can move the Lean process forward. Each event creates an action item list that is referred to as a Lean newspaper this action item list is then moved forward until each action item is resolved.

Communications and Customer Relations. This event focused on the communication gaps that were occurring and that had resulted in several reporting control systems and several follow-up systems that could be completely eliminated. This event created two lengthy action item lists— one for their main customer, the DLA, and one that reflected the needs of the remainder of their customer base. 

Staffing and Training. There was some question as to whether the correct staff was in place and whether this staff was properly trained. This event focused on identifying what the correct mixture of staff should be and what the training program should look like. Two action item lists came out of this event, one for staffing recommendations and one for training.

WSRC has committed to evaluating the six additional accidents specified in this restart criterion. The general guidance that WSRC is using to evaluate the accidents includes development of a detailed justification for the accident scenarios to be reviewed, why other accident combinations Will not be evaluated, a determination of the expected frequency of the new scenarios, and issuance of an RTR (or other document) that documents the evaluation. The -staff understands that the evaluation of the new design basis events will be> documented prior to restart in formal reports, and that the actual revision of SAR Chapter 15 will be performed after restart. The action items list is weSk for ISA recommendation 7.4.7 in that it does not include an action item to assess the adequacy of the plant response to these events and to determine if any improvements are needed. This must be acceptably addressed in order to-satisfy this criterion. 

DOE has reviewed both the Electrical Implementation Task Force action items list and the SCN definition of the approved scope and deliverables for procedures. Recommendation 7-2.6.1 requires the establishment of the proper interrelationships between the various emergency procedures related to loss of power situations. This includes assuring that appropriate linkages are provided and, that the technical content of the procedures is appropriate, accurate, and consistent. The action items list indicates that the Implementation Task Force is planning to use flow charting to implement this recommendation, that appropriate revisions to the individual procedures will be identified, and that a final flow chart will be developed to depict the proper overall relationship among the loss of power procedures.
