In 1975, a paper was produced by the Professional Head of Medicines Division of the Department of Health and Social Security (DHSSKnow DoH) for consideration by the Medicines Commission. It was proposed that a new style BNF should be produced because the DHSS was concerned that doctors were being unduly influenced by promotional material produced by the pharmaceutical industry that was leading to an escalating medicines bill for the NHS. The PPRS is a nonstatutory arrangement in which confidential profit negotiations are held between individual companies and the PPRS Secretariat on behalf of the Ministry of Health. This plan, which has existed in various forms since 1957, was designed for two purposes 1) to ensure that safe and effective medicines are available to the NHS on reasonable terms and 2) to ensure that the Department of Health and Social Security acts as a sponsor for the drug companies to maintain the industry as one of the United Kingdom s healthiest and most profitable (84). 

Zimeldine is an antidepressant drug withdrawn from the market shortly after its introduction in the early 1980s because some patients developed Guillain-Barre syndrome (Dexter, 1984 Fagius et al., 1985). The syndrome was preceded by influenza-like symptoms, such as fever, headache, muscle and joint pains, and myalgia, which generally started within 6-17 days after starting zimeldine treatment. The British Department of Health and Social Security reported that 400 out of 100 000 patients displayed similar adverse responses to zimeldine. Four of these patients died, but no causal link was established. 

The development of non-medical prescribing, from recognition of need to widespread availability, took several years. In Baroness Julia Cumberlege s report. Neighbourhood Nursing (Department of Health and Social Security, 1986), she noted that patient care was often complicated by the nurse s inability, following a full assessment, to prescribe the evidence-based treatment for the GP to follow-up.
