REST was conceived for solving the most pressing question in Humanitarian Demining, or in any postconflict ordnance cleanup operation Where are there no explosives The most immediate need is always to identify those areas that are free of explosives, so that they can quickly be returned to normal activity, such as agriculture and transportation. Then the detailed search and removal efforts can be concentrated on the areas that actually contain explosives. REST has been used with success in several postconflict areas, especially in Africa.

There is a demand for rapid detection of explosives, especially for environmental restoration and humanitarian demining. Among these compoimds, trinitrotoluene (TNT) has attracted a great deal of attention as a main constituent of most of antipersonnel landmines and due to its toxic, mutagenic, and carcinogenic effects. 

Whatever solution is chosen, its cost must not be neglected in view of its application to humanitarian demining. It is clear that no single technology has the capability to detect and recognize a mine in all situations. Costs and efficiency must be compared, hence the need for a better exchange of information between the specialists in each category.
