Contracts agency agreement

The Agency Agreement. In this type of contract, the contractor is made the agent of the Owner and carries all contract activities in the name of the Owner. 

A laboratory may be contracted to perform the analyses. In that case, the procurement agency should ensure that the laboratory complies with GMP and good practices for control laboratories (10). The use of an accredited laboratory is therefore recommended. The procurement agency should verify the accreditation. There should be a written contract or agreement between the procurement agency and the contract laboratory. The wording of the contract should be clear and it should specify the responsibilities of the contract-giver and the contract-acceptor.

The acceptance. The purchaser (the voucher agency) agrees to pay the provider according to the terms in the contract. The acceptance may also stipulate when the agreement comes into effect. The acceptance is signed by the voucher agency. 

To clarify Federal roles and responsibilities, the Act established uniform criteria for grants, contracts, and cooperative agreements. These uniform Government-wide criteria have the effect of forcing Federal agencies to declare clearly which relationship with non-Federal parties is sought. 

Most states did not establish such a revolutionary new legal relationship in their TANF laws but make use of agreements and/or contracts and/or plans to codify or just define rights and duties (e.g. school attendance mandatory immunisations participation in self-sufficiency courses) of the TANF programme participants (even of the family or household members), possible sanctions and the welfare agencies duties individually.
