For many industrialized countries, efforts to improve the outdoor air quality have been under way for the majority of this century. In many locations around the world, significant improvements have taken place. Air quality in many major cities such as London, New York, and Chicago has improved from the conditions present in the first half of the twentieth century. Mechanisms and control programs are in place in the developed countries to continue the improvement of ambient air quality. Considerable effort and energy have been expended to characterize, evaluate, and control air pollution emissions to the atmosphere. 

Most QI programs build upon an established quality assurance (QA) process. Quality assurance can be defined as a formal and systematic process in which problems in delivering health care are identified, solutions to the problems are developed and implemented, and follow-up monitoring then is carried out [30]. QA begins with problem identification. After possible sources of the problem are determined, solutions are developed and implemented. Then, the results of the intervention or solution are evaluated to determine whether or not the problem has been resolved. By incorporating a goal of continual improvement, a QA process can contribute to quality improvement activities.

Once the key questions have been articulated, it is important to consider the source of the information and how the data may be collected within resource constraints of the program. Effective program evaluation makes use of multiple data collection methods at multiple points in the program. Some of the methods used in existing programs to determine quality and design plans for continuous improvement are described here. These include document reviews, interviews, surveys, instructor reflections, expert reviews, and longitudinal studies.

Actually, every chapter of this text has addressed program evaluation in one way or another. Early on, 1 explained the need for achievement-oriented methods to keep score of your safety efforts. This enables people to consider safety in the same work-to-achieve context as production and quality. This implies, of course, the need for program evaluation numbers people can xmderstand and learn from. This is how evaluation leads to continuous improvement.
