Whilst cyanogen chloride is not itself classified as a VOC by the US EPA [1], it is a suitable model for other chlorinated organics which are VOCs. Its destruction is also of great interest in military applications for the removal of chemical warfare agents from air. 

Blood agents are common industrial chemicals that have been used on the battlefield to produce casualties.
