To address emissions of flame-retardants, a Voluntary Emissions Control Action Program (VECAP ) was initiated by the Bromine Science and Environmental Forum (BSEF).112 The VECAP Pilot program was initiated in the U.K. textiles industries in 2004 to reduced emissions of deca-BDE in line with the Code of Good Practice. After 1 year of implementation, the U.K. Pilot Program achieved a 75% reduction in emissions to water.113 The second year, a total of 90% reduction in emissions was then realized. [Pg.698]

Of the three main technical mixtures in use, the penta-BDE and octa-BDE mixtures are currently being phased out in Europe. Consequently, a shift in production of deca-BDE mixtures for these lower brominated PBDE mixtures has taken place. A recent report of The Bromine Science Environmental Foriun (BSEF) estimated the total market demand for the major commercial BFRs in 2001 [17]. This shows the dominance of tetrabromobisphenol-A (TBBPA) (59% of total world usage) and the deca-mix PBDE formulation (27% of total world usage) in volume terms. [Pg.28]

Manufacture of BFRs requires specific handling and expertise and, for this reason, they are produced in a few specialised facilities around the world. In response to concerns about their products and to focus their efforts in research, the major producers have established an organisation to steer the work.
