Behaviour patterns attitudes

Summarising the various concepts and definitions proposed, safety culture appears to be the broader, manifest concept behind the fiamewoik of safety climate. Safety cultme is the source for patterns of behaviour which can be observed, described and changed (Goodmaim 2004), whereas safely climate is the sum of behaviours and attitudes based on common assumptions and beliefs toward patient safety. Cox and Flin (1998) describe culture as an organisation s personality while climate is seen as the organisation s mood . 

With that said we have seen a growing number of scientific studies on safety culture, which aimed to characterize the concept and to define the dimensions that allow the evaluation. In this context, we emphasize the study of Femandez-Muniz, Montes-Peon and V quez-Oidas (2007). This study based on key publications on safety culture and an integrative perspective defined the concept as a set of values, perceptions, attitudes and behavioural patterns related to security and shared by members of an organization. In this conceptualization it is also integrated a set of policies and practices relating to the management of exposure to occupational hazards, implemented at each level of organization procedures. 

There is little evidence for the effectiveness of health and safety propaganda. This is mainly because of the difficulty of measuring changes in attitudes and behaviour which can actually be traced to the use of propaganda. Changing culture and changing specific behaviours are different approaches. Culture change requires a greater emphasis on the environmental circumstances in which attitudes and values are formed, and the process by which behavioural patterns turn into attitudes and values. However, this cannot mean a global-worldwide-conformity of environmental pollution limits, since each case has to be judged on its own merits, in its own geographical context, within its road infrastructure, existing town-planning and layout, attitude of the population and their pattern of behaviour. 

The safety culture of an organisation is the product of the individual and group values, attitudes, competencies and patterns of behaviour that determine the commitment to, and the style and proficiency of, an organisation s health and safety programmes. Organisations with a positive safety culture are characterised by communications founded on mutual trust, by shared perceptions of the importance of safety, and by confidence in the efficacy of preventative measures. 

Numerous deflnitions have been proposed of safety culture (e.g. Flin et al. 2000 Pidgeon and O Leary 1994 Zohar 1980). The safety culture of an organisation has been described (HSG48) as the shared values, attitudes and patterns of behaviour that give the organisation its particular character.
