In the last twenty odd years, almost all nuclear endeavors in the U.S. have run into bureaucratic and litigious delays, making their schedules and costs unpredictable. In addition to reactor construction, there are the bureaucratic delays in the waste repository programs. Another example is the attempt to build a new uranium enrichment plant in the state of Louisiana, a plant which uses advanced technology demonstrated in several countries in Europe. Licensing started over seven years ago and is still held up by issues without relevance to technology or safety. It is approaching the point where the delays, and costs may lead to the abandonment of a potential asset...

The more robust justification for free allocation is that it compensates existing assets for the impact of environmental regulation that was not foreseen at the time of construction. Another area of necessary research is development of treatments that will increase resistance of wood to fire penetration. The work done by Schaffer (31,33) and others in this field should be carried further. The slow rate of fire penetration in thick wood members is one of the basic assets of wood and has been accepted and utilized for many years in heavy timber construction. But thin wood members and paneling have a considerably higher fire penetration rate than thick wood members under severe fire conditions. A fire-retardant system that will give slower fire penetration means more available safety time for fire fighting personnel and for evacuation of occupants from a burning building. 

Dr. Wolkoff deftly handled his position of power within the Schering-Plough Research Institute. His grasp of what was needed to achieve desired goals and his ability to distill the essentials from complex information and then to make concise and focused decisions that went to the heart of a problem were rare and admirable qualities.
