In the last twenty odd years, almost all nuclear endeavors in the U.S. have run into bureaucratic and litigious delays, making their schedules and costs unpredictable. In addition to reactor construction, there are the bureaucratic delays in the waste repository programs. Another example is the attempt to build a new uranium enrichment plant in the state of Louisiana, a plant which uses advanced technology demonstrated in several countries in Europe. Licensing started over seven years ago and is still held up by issues without relevance to technology or safety. It is approaching the point where the delays, and costs may lead to the abandonment of a potential asset... [Pg.104]

Tax laws include various exceptions and special options that usually must be considered when corporate income taxes are figured. This is no different from the case when an individual uses the long form to figure his federal income tax. For instance, in 1970 a corporation could deduct 20% of the capitalized cost as an additional first-year depreciation, subject to the following restrictions the costs of constructing buildings do not apply the maximum amount deducted does not exceed 10,000 it is taken in the year the asset is purchased and the taxpayer is not a trust. [Pg.350]

Fortunately, it is surprisingly easy to transmute the discipline of chemistry into the discipline of law. Thought processes in these two disciplines are closely analogous, and they tend to cross-support each other. To study chemistry successfully, a person must have the ability to construct a persuasive syllogism. This same ability is, of course, a primary asset to any lawyer. [Pg.9]

The more robust justification for free allocation is that it compensates existing assets for the impact of environmental regulation that was not foreseen at the time of construction. This interpretation would create clear criteria for the amount and basis for allocation, and indicate that free allocation is part of a transitional process towards a strategic objective of fully internalizing C02 costs. [Pg.15]

If the objective of free allocation is to compensate existing assets for the impact of new regulation, it should not be required for new entrants. In practice, most governments set aside free new entrant reserves , which economically amount to an investment subsidy. If the volume were unlimited, such subsidies might reduce the product price - which may be part of the aim, but is not actually achieved." Governments use NERs to help support new construction, but giving free allowances in proportion to the carbon intensity of new plants, can bias the incentive towards more carbon-intensive investments (Neuhoff et al., this issue). When projected forwards, such distortions are amplified by the multi-period nature of the EU ETS, to which we now turn. [Pg.15]

Another area of necessary research is development of treatments that will increase resistance of wood to fire penetration. The work done by Schaffer (31,33) and others in this field should be carried further. The slow rate of fire penetration in thick wood members is one of the basic assets of wood and has been accepted and utilized for many years in heavy timber construction. But thin wood members and paneling have a considerably higher fire penetration rate than thick wood members under severe fire conditions. A fire-retardant system that will give slower fire penetration means more available safety time for fire fighting personnel and for evacuation of occupants from a burning building. [Pg.107]

Dr. Wolkoff deftly handled his position of power within the Schering-Plough Research Institute. His grasp of what was needed to achieve desired goals and his ability to distill the essentials from complex information and then to make concise and focused decisions that went to the heart of a problem were rare and admirable qualities. In keeping with my other visionaries, he recognized that people were the most important assets in any organization, and his efforts to acclaim what his people had achieved were widely appreciated. Also, he did not shrink from constructive criticism. I always knew where I stood. [Pg.15]
