Anomalous properties of fluorine, oxygen, and nitrogen have been discussed by P. Politzer in J. Am. Chem. See.. 1969, 91. 6235, and Inorg. Chem.. 1977,16, 3350.

Tt appears rather that the anomaly involves the fluorine atom, in whatever circumstances, and its interaction with an external electron which enters its outer shell. [...] In any case, it is suggested that because of the exceptionally small size of the fluorine atom (see Table I), the entering electron feels unusually large forces of attraction from the nucleus and repulsion from the electrons already associated with the atom. II. SOME FUNDAMENTAL PROPERTIES OF THE HALOGENS THE ANOMALOUS NATURE OF FLUORINE... 

The halogens show smooth trends in chemical properties down the group fluorine has some anomalous properties, such as its strength as an oxidizing agent and the lower solubilities of most fluorides. 

Anomalous changes are frequently noted for fractions across the broad molecular weight distribution(s). For example, k + k" / 0.5 —see references (3) and (4). Intrinsic viscosity parameters as a function of percent acetone in E2 solvent are plotted in figure 3 of reference (3) for several PNF fractions. Many other values are tabulated by Hagnauer and Schneider in this reference along with many other solution parameters. Recently, the solution properties of polyphosphazenes have been critically reviewed. Besides polymer quality, there have been problems with tailing" in the fractionation of fluorinated polyphosphazenes as pointed out in reference (15).
