Since relatively few small companies in the plastics industry have important technology assets, these types of acquisitions/mergers/joinf ventures usually involve medium- to large-size firms and, therefore, significantly large amounts of money. This consideration, in turn, tends to tilt the table in favor of joint ventures as the most cost-effective way to obtain access to valuable technology.

In the choice of policy instruments, efficiency is important, but so are aspects of distribution, information, politics and implementation.
