Enforcement powers. The Health and Safety at Work Act 1568/85, was the first attempt at modem health and safety legislation was which contained the general health and safety duties of employers, provisions for worker representation and requirements for employers in larger enterprises to appoint occupational healdi and safety professionals to advise them on carrying out their responsibilities. Article 26 of Chapter V (echoing Dir.80/1107/EEC) obliges the emplo r to take measures to avoid or minimize the exposure of workers to hazardous agents, wherever this is practicable. In all events the level of exposure must be lower that the level defined as the exposure limit value .

It is necessary to document in procedures of the integrated management system the processes of staff selection, reception and training, health surveillance of the workers, PPE s management, worker representation, performance evaluation, evaluation of the working environment and conflict resolution.

Safety and health policies must be dynamic, be realistic, and the objectives set must be tangible. Both management and worker representation shonld agree on the policies. The safety and health policy should be drawn up with considerable care and once agreed to, must be signed, issued, and publicized. Management and worker representatives normally draft the policy and, in some instances, the management team as well as the worker representation team sign the policy. 

Mr I. T. Ellis, Central Electricity Generating Board On a conventional power station site the question of worker representation on the safety committee arose. The Central Electricity Generating Board decided that it would be a good thing. A number of contractors were dubious but they were persuaded to try it. It has been highly successful. The men have behaved responsibly and it has improved morale on the site.
