Paper White

Take two test-tubes A and B in A place about 5 ml. of neutralised tartaric acid solution and in B place 5 ml. of distilled water. To each solution add 3-4 drops of ferric chloride solution. Place a piece of white paper under the tubes, look down their length and note that A is definitely yellow compared with the control tube B. This yellow colour is given by a-hydroxy-carboxylic-acids, lactic acid, tartaric acid, citric acid.

Prior to the publication of ISO 9000, several nations had developed national quality system standards, with many used only in the procurement of military equipment. With the emergence of the NATO Quality Control System standards in 1973, the Quality Panel of the UK Society of Motor Manufacturers set out to develop an equivalent standard for non-military applications. The result was BS 4891, which was published in 1972. In 1974 this was followed by BS 5179 with the title Operation and Evaluation of Quality Assurance Systems. However, BS 5179 was intended only as a guide and it was not until 1979, with the publication of BS 5750, that major purchasers in the UK had a standard that could be invoked in contracts. The 1982 White Paper on Standards, Quality and International Competitiveness was concurrent with increasing interest in the techniques of quality assurance and the need for international harmonization of standards and the reciprocal recognition of certification. It is worth noting that the ISO 9000 series of standards on Quality Systems 1987 followed the layout of BS 5750 1979 almost clause by clause. ISO Guide 39 covers the general requirements for inspection bodies. Auditing on behalf of certification bodies is part of the inspecting authorities role. 

Whilst, in general terms, industry is in agreement with the objectives of the White Paper there is disagreement over implementation. The main concerns of industry centre on the cost, timescale and increased use of animals for the testing of existing substances, many of which have been used for 30 years or more without any obvious problems. Satisfactory resolution of the issues could have a significant impact on the future direction of the European chemical industry.

Oil-sensitive papers can be used for sampling oil-based sprays. These white papers turn black when contacted by oils. 

Add 2-3 drops of phenol red indicator. The solution should be red in color. Place a piece of white paper under the beaker to view the color of the solution better.

At this point it is relevant to briefly remind the reader that the problem of nuclear energy was one of the earliest sources discussed in detail. The following White Paper was the first one issued by the Foundation. 

The first International Scientific Forum on Energy in November, 1977 was subtitled "Nuclear Energy Future of the World" and was held in Fort Lauderdale, Florida. The white paper issued on this occasion had favorable recommendations on nuclear energy and the cosigners of this declaration included some of the biggest names of the nuclear era. 

The white paper would contain some cooperative directions and would focus on recommendations for dealing with future energy problems. After some photo sessions we left the Kremlin but none of us was aware of what was coming in the span of the next two years (i.e. by 1989 the whole of Soviet Communism would implode). 

I prepared a white paper and circulated it among members of the Committee, which included Chaunccy Starr, Bertram Wolfe, Edward Arthur, Richard Kennedy, Anthony Favale, Richard Wilson, Pierre Zaleski, and Glenn Seaboig. Their viewpoints and comments were taken into consideration while revising the white paper. I received a letter from Edward Teller delivered by Federal Express indicating that he would not sign it. The white paper was released at a press conference on October 29, 1997, at 11 00 AM, in the Crown Plaza Hotel. There were approximately 20 participants from the press. We were competing for press attention with the visit by Chinese President Jiang Zemin and members of the Chinese delegation, who were negotiating that same day with... 

President Clinton to buy Nuclear Reactors from the United States. The entire press conference was organized by Laurie Cunnington, a very close friend of my family. This was the fourth time she has organized a press conference for our fora. The press conference was covered extensively in the October 30th and November 6lh issues of Nucleonics Week. There were articles in other papers and a report on National Public Radio (NPR). Because of its importance, I would like to include the white paper at this point.
