Ultimate Work Authority

Other features require that the operator enable employee participation in mitigating or eliminating hazards, a feature missing from API s RP 75, and ensure that all employees have the right to report safety or environmental violations or unsafe work conditions to BSEE and request BSEE inspection. SEMS II also requires that operators specify one person on each facility who has Ultimate Work Authority for operational safety. Finally it requires enhanced training programs and audits of SEMS programs conducted by independent third parties who meet specified qualification criteria. 

Ultimate work authority An important factor contributing to the large number of fatalities was that it was not clear who was in charge. 

The management of an emergency during drilling can be problematic because there are often multiple vessels in a small area, and it is not always clear as to who is in overall control. This dilemma has led to difficulties in implementing the Ultimate Work Authority section of the SEMS rule (Chapter 5). 

As with Stop Work Authority it is likely that BSEE placed such a strong emphasis on Ultimate Work Authority (UWA) because difficulties in this area were a material cause in the Deepwater Horizon/Macondo catastrophe. 

Some authors took exception to this interference with their personal writing style, even when it involved the rectification of obvious solecisms, but few did not finally appreciate the significant improvement in their published articles. The readership was undoubtedly the ultimate beneficiary of Tipson s painstaking work. 

One area not discussed so far is the problem of thermodynamic properties of mixtures containing both electrolyte and nonelectrolyte components. It is the belief of the author that this problem will not be completely resolved until equations of state are developed to handle these systems. We will only make progress in this direction when we recognize this as a problem and work toward solving the problem. Anything short of this also falls short in solving the ultimate problems of these mixtures. 

In June 1984, the Commission decided that a meeting with the Japanese authorities, attended by Mr F Sauer and the Chairman and Vice-Chairman of the Safety Working Party, Dr JP Griffin and Professor R Bass respectively, and the Chairman of the Efficacy Working Party, Professor JM Alexandre, should take place in Tokyo. The efforts following this initial meeting were ultimately to culminate in the ICH.
