Treaties circumstances

In such circumstances, the importance of non-proliferation and disarmament treaties is not diminished. On the contrary, their effective implementation is all the more important precisely because of this new security environment. Thus, new light needs to be shed on these treaties and their implementation. 

The U.S. Chemical Stockpile Disposal Program (CSDP) has evolved in parallel with international initiatives to eliminate chemical weapons. After many years of negotiation, the terms of the CWC were agi eed upon in 1993 to deal with this issue. As of June 2002, the CWC had been signed by 174 countries and ratified by 145. The convention went into effect on April 29, 1997, after ratification by 65 countries. The CWC requires that signatories, which include the United States, destroy their chemical weapons stockpiles within 10 years of its initiation, making April 29, 2007, the deadline for destruction of the U.S. stockpile. A provision in the treaty allows a 5-year extension of the deadline under some circumstances. As of early October 2001, PMCD released new... 

Under normal circumstances four European institutions work together in preparing a directive the Commission, the European Parliament, the Economic and Social Committee and the Council of Ministers. Their respective functions are laid down in Article 100 of the Treaty of Rome the Commission has the right of initiative i.e. it proposes directives, while the Parliament and Economic and Social Committee deliver opinions on it and the Council adopts and issues the directive. 

Implicit in the three-stage approach to agent identification by the BIDS is the realization that in some circumstances one need only know that there are more particles in air than normal to take some important action, such as put on a respirator. In other circumstances, one might need more information about the nature of the particles (are they biological, and if so, are they living ) to take action. With respect to their responsibility, it is difficult to conceive how it could be encreased. Every consideration that can influence the human mind, such as honor, oaths, reputation, conscience, the love of country, and family affections and attachments, afford security for their fidelity. In short, as the constitution has taken the utmost care that they shall be men of talents and integrity, we have reason to be persuaded that the treaties they make will be as advantageous as all circumstances considered could be made and so far as the fear of punishment and disgrace can operate, that motive to good behaviour is amply afforded by the article on the subject of impeachments. 

Hence it appears, that except as to the concurrent authority of the President in the article of treaties, it would be difficult to determine whether that Magistrate would in the aggregate, possess more or less power than the Governor of New-York. And it appears yet more unequivocally that there is no pretence for the parallel which has been attempted between him and the King of Great-Britain. But to render the contrast, in this respect, still more striking, it may be of use to throw the principal circumstances of dissimilitude into a closer groupe. 

The Treaty originally was limited to 25 years duration, with provision for five yearly reviews, and consideration after 25 years of possible further extension. These provisions reflected the uncertainty among its sponsors when it was introduced. The very notion of international inspection of installations, which went close to the heart of what individual countries would regard as their most important security interests, was in the circumstances of the time (late 1960s) an amazing innovation. A number of countries held back from joining for a variety of reasons they still had ambitions to become nuclear weapons states (Argentina, Brazil, South Africa), they wanted to... 

Arms control and disarmament treaties involve the renunciation of certain weapons or activities. Treaty adherents are deprived of the ability to reply in kind to an attack using prohibited weapons, and their ability to defend themselves against such an attack may be impaired. In these circumstances, a clandestine treaty contravention could offer significant military advantages. Verification is intended to minimise the risk of this happening, and it operates at several levels. 

Under the circumstances, this landmark treaty leaves no room for doubt that it is a valuable contribution towards the enhancement of collaboration between States to curb unlawful acts against international civil aviation. The abovementioned features of the Beijing Treaty undoubtedly makes it a timely and proactive initiative of ICAO and the international aviation community.
