Training decision making

The main factors found to be affecting the decision to blowdown manually were the blowdown philosophy, procedures, and training. I agree that the precautionary principle should be given a central position in guiding legislation for the protection of man and the environment, but in a more restricted sense than it is now used in Sweden to tackle widespread chemophobia. Not only does the Swedish interpretation of the PP open the sluices for capricious regulatory action, it also introduces a factor of arbitrariness that disrupts the functioning of a free market, inevitably inhibits sound technical development, and shifts too much responsibility for technical decisions to citizens and small businesses that are not trained to make them. 

This argument must be spelled out. Even in a fully capitalist economy, firms face the possibility that (hey might not recover the cost of on-the-job training of their workers if they are enticed away by other firms. Cooperatives are even worse placed, however. By vinue of the more extensive interaction and participation in decision making, their members receive more extensive on-the-job training. 

If any one of these three legs is missing or absent, the platform will be unstable and the measurement system will fail to provide reliable results, sometimes with catastrophic consequences. It is the role of statistics and chemometrics to address the third critical property. It is this fundamental role that provides the primary motivation for developments in the held of chemometrics. Sound chemometric methods and a well-trained work force are necessary for providing reliable chemical information for humanity s decision-making activities. In the subsequent sections, we begin our presentation of the topic of chemometrics by dehning the term.
