The state of play described above under decentralized systems is what we encounter in many laboratories today. Not least among the stresses imposed on such laboratories by a high sample volume, however, are organizational bottlenecks, from which result systemic inefficiencies in terms of information flow and employment of technical resources to capacity. Many of these problems can be solved by deploying computer software and automation techniques. Here, data world and sample world move in parallel over broad stretches, and in their interactions beyond the point of divergence lie fertile potentials for overcoming these systemic inefficiencies (Fig. 19.2).

The analogy is relatively easy to understand and to use, but it requires some prior training and a proper psychological state. It is usually used during the state of play and at a time when all participants are already relaxed, their emotions are activated, and they are ready to play like children. During the debate within the EU it was decided that the Seveso directive would be an Environmental (DG XI) directive which would deal with the hazards for man and environment. Furthermore it was decided to establish a committee of technical experts from all member states chaired by the Commission. In this committee (Committee of Competent Authorities, CCA) proposals for the directive were discussed, and in a later phase, so were the implementation issues and monitoring of the state of play within the member states. Gradually this CCA has evolved to become an important forum where, besides the commission and EU member states, participants include the accession and pre-accession countries, the OECD, the Major Accident Hazards Bureau and the EU directorate responsible for research. The Major Accident Hazards Bureau (MAHB) is part of the EU Joint Research Centre and plays an important role with respect to providing scientific support.
