The Safety Roadmap

In the field of aviation safety, there are three incontrovertible tmths. The first is that the attainment of safety is the highest priority in aviation. The second is that safety cannot be de-regulated. The third is that safety is a global concern and therefore States cannot have their own individual plans for ensuring safety.
