Terrorist strikes

A very accurate description of this weapon exists in a story entitled "When the Terrorists Strike...", featured in the Mar. 

PST prepares both general and periodic threat assessments subjected to the risk of terrorist attack. The risk assessments of PST are in most cases not giving any more information than their exact assessment of the threat which has been either low or moderate. When PST decided to increase the risk level in Norway from low to moderate after Al-Qaeda announced the second terrorism threat, there was hardly any information about what the assessment was based on and why they decided to increase the level to moderate, which they did not after the first. However, PST contributes with qualitative statements that give the impression of an imminent terrorist threat. Jam Hohne, the current Director of PST, claims that it is just a matter of time before terrorists strikes Scandinavia (Jam Holme, Director of PST, in Aftenposten 15.12.2005). 

Of course, while for rare events like terrorist strikes those values provide relative yet useful indications, for less rare events hke thefts and vandalism, those values correspond more reahstically to the expected/average annual loss in monetary terms. 

At a later time some other models of catastrophic events provoked by terrorist attacks were developed for example, a similar-to- September 11 scenario of FSV striking (including striking of Lepse FSV with SNF storage facility mostly fded with damaged SFAs) leading to rather serious consequences [3, 4].

We assessed that greatly increased world-wide counterterrorism efforts over the past five years have constrained the ability of al-Qa ida to attack the US homeland again and have led terrorist groups to perceive the Homeland as a harder target to strike than on 9/11. These measures have helped disrupt known plots against the United States since 9/11. 

Title XIV of the Defense Authorization Act of 1997 (PL 104-201), championed by Senators Nunn, Lugar, and Domenici, directed the Defense Department to assist federal, state, and local officials with training, technical advice, equipment, and other actions necessary to increase the local response capabilities to respond to and manage the consequences of a WMD terrorist incident. Specifically, the Defense Department was directed to assist civilian officials in developing chemical and biological defensive programs, and to help the Public Health Service to organize Metropolitan Medical Strike Teams. 

Medical personnel must rely on accurate and timely information provided by the earliest responders on the scene. If medical teams are expected to be the earliest responders to the scene of a mass casualty incident involving chemical agents, then they should be provided with reliable detection equipment as well as training on the use of the equipment. There should be continued support for the Public Health Service efforts to equip Metropolitan Medical Strike Teams with effective and currently available chemical agent detection equipment. These detectors are reliable, relatively inexpensive, and provide for the detection of all classical chemical agents that may be utilized in a domestic terrorist incident. Furthermore, efficient and cost-effective portable hand-held CWA detectors employing photo ionization detectors, surface acoustic wave microsensors, or ion mobility spectrometry should be readily available to all Hazmat units expected to respond to a potential CWA incident.

The terrorist threat was framed as a threat towards the whole society, and not a crime The threat we see today is a totally different terrorism. Terrorism can strike everyone everywhere, with the same purpose as the old military threats - exercising power over other human s property, thoughts and freedom of acting. The picture unveiled from the media articles conclude on strengthening terrorism counter-measures Both stakeholders describe a catastrophic risk that could strike everyone everywhere for no political purpose. While the terrorist targets in the 1990s were more logical connected to the terrorists political agendas, the whole society is now a terrorist target. 

PST is describing a threat from within. A hidden enemy that plans in secrecy and strike without warning. By framing the terrorism threat in this manner it is obvious that the threat has to be met with monitoring and surveillance to uncover terrorist plots. Such a statement hits individuals perceptions of risk, which is a combination of uncertainty and outcomes/ consequences.
