The most characteristic feature of the South African biological (and chemical) terrorism program was undoubtedly the development, testing, and utilization of a wide array of hard-to-trace agents to assassinate enemies of the state [143]. As insider testimony and the notorious sales list of 1989 (Telemedicine Research Center document 52) indicate, several of the highly poisonous substances produced at both Delta G and Roodeplaat Research Laboratories (ad hoc front companies)... [Pg.1579]

Security Assistance. A Turkish-lead, U.S-supported program to provide security assistance to various Central Asian states, would certainly offer an alternative to the Russian option, or the politically unacceptable idea of direct U.S. engagement. Turkish experience in combating terrorism and insurgency, training and use of special forces in mountainous terrain and urban areas, and adept use of attack helicopters could in a relatively short time change the dynamics of actual and potential conflict in favor of the governments in countries such as Uzbekistan. [Pg.135]

In addition to the organized and loose networks that generally fund their own activities, there are a number of states that sponsor terrorism. This is of particular concern with regards to weapons of mass destruction, because the numerous resources that can be brought to bear in state development of CBRN weapons can in turn be transferred to terrorists. Disincentives do exist to prevent this proliferation. As of October 2004, the United States lists six countries as state sponsors of terrorism Cuba, Iran, Libya, North Korea, Sudan, and Syria. Of these, five are pursuing WMD to one degree or another. Libya repudiated its WMD program as discussed below. [Pg.36]

I recommend that emergency responders and persons establishing homeland security programs read this book, along with every person who wants to conserve health and save life. The more people that know the material in this book, the less will be the panic and loss of life in the terror that follows a weapon of mass destruction attack. There are other books on this subject that are less complete and largely out-of-date. This book is comprehensive, up-to-date, and provides sound advice for protection in the event of a terrorist attack involving weapons of mass destruction. [Pg.6]
