By constructing the RSDl, the road safely level of different countries can be compared directly. This will be useftd for researchers who have an interest in working on international comparisons and analysis. It will also be of interest to governments and international organisations to refer to the RSDl index since it will show the scale of the problem that they were perhaps not aware of. Other targets of this research are the country policy makers and ordinary persons.
