To enable development by distributed teams, work units must be separated and partitioned with clear dependencies, architectural conventions and rules must be explicit, and interfaces must be specified unambiguously. Components will get assembled by persons different from the developers, potentially long after they are built the relationships between the implementations, interface specifications, and eventual user requirements must be testable in a systematic way.

These problems indicate that in order to further investigate the nature of testability in systematics, we have to expand our discussion of the basic problems of empiricism to the problem of basic statements. 

Systematics is formulated in singular statements. A lot of misunderstanding has surrounded, and continnes to surround, the issne of whether or not Popper claimed testability and potential falsifiability for strictly universal statements only or for strictly singular statements... 

If one takes the optimisic view (as we do) that both metal and ligand frontier orbitals can be m ped from systematic electrode potential data then testable predictions of the qrtical charge-transfer band energies for a given complex must follow.
