TASK d estimate the manpower required and develop a staffing plan. The manpower required to conduct a PrHA depends on many factors, including the review method selected, the training and experience of the review team, the extent and complexity of the process, its instrumentation and controls, and whether the process is a procedure-oriented operation (such as a batch reaction) or a continuous operation (such as petroleum refining). [Pg.21]

Based on the analysis methods selected in Task C, the status of existing PrHAs, and the time requirements for the methods reviewed in Sections 4.1 to 4.6, the manpower requirements for PrHAs, and reviews and updates, can be estimated. Synchrotrons have the advantage of brighter beams, multiple wavelength availabihty, and a more focused beam, all of which can greatly improve the quality of data and may be essential for the experiments that are to be carried out. The synchrotrons I have worked at are staffed by excellent people however, they do assume a certain level of user competence and are probably not the place to go to learn how to diffract crystals. Fifty additional reviewers (for a total of 250) and the appointment of Kathryn C. Zoon, as a new director tor the Cenier for Biologies Evaluation and Research, occurred in 1992, under the leadership of FDA commissioner David Kessler, despite the lack of additional funding for the FDA to carry this out (Ember). By 1996, 500 new scientific staff (from microbiologists to statisticians) had been hired to review applications. SAIC is in the process of prioritizing the data so that the highest-priority issues will require a response from the site. At present, a site does not have to respond, since there are too many issues in the database relative to staffing levels at the site. Additionally each ECP approved by any site is discussed at a biweekly ECP review teleconference.
