Mil and 20 major Chinese enterprises and organizations -including the China Software Industry Association, the China Information Industry Trade Association, Co-Create Open Source Software Co., Ltd. and Red Flag Software Co., Ltd., etc. - have established the China Open Source Software Promotion Union (COPU) to rationalize the development of open source software in China and promote cooperation in this effort in all of Northeast Asia. 

It is clear that Beijing has made strategic decisions to promote the development of China s software industry in general and OSS in particular. Support has been continuous and steady in terms of policies and a substantial supply of capital. In spite of this, however, the Chinese OSS industry is still at an early stage of development, and users still do not have great confidence in OSS producers and their technology.
